Copyright is not the only rule
Public-domain status concerns copyright. Flags can also be governed by trademark, official-insignia, protocol, advertising, or anti-misrepresentation rules. Canada’s flag, for example, is identified as a protected mark. Flag Record uses these assets editorially as reference specimens and does not claim endorsement.
Maintenance policy
The repository-level FLAG_ASSETS.md register records authors, license labels, caveats, download date, and SHA-256 hashes. New artwork must receive the same per-file review before it enters this directory.
