Hoist:fly means height:length, so the stated 4:7 proportions describe a flag four units high for every seven units long. Article 3 specifies an emblem diameter equal to three quarters of the white band’s width, not three quarters of the flag’s height.
As a worked calculation from that specification, a rectangle 12 units high and 21 units long has three vertical bands each 7 units wide. The National Coat of Arms is centered in the white band, with a diameter of 7 × 3/4 = 5.25 units. These example dimensions illustrate the proportions; they are not a prescribed physical size.
